Abstract
ปัจจุบันมีการเปลี่ยนแปลงของสังคมที่รวดเร็ว ทำให้ภาครัฐต้องปรับบทบาทการทำงานและการให้บริการ รวมถึงการบริหารจัดการภายในให้มีประสิทธิภาพมากยิ่งขึ้น ประกอบกับรัฐธรรมนูญแห่งราชอาณาจักรไทย พุทธศักราช 2550 มาตรา 78 (4) ได้บัญญัติให้รัฐต้อง "พัฒนาระบบงานโดยมุ่งเน้นการพัฒนาคุณภาพ คุณธรรมและจริยธรรมของเจ้าหน้าที่ภาครัฐ ควบคู่ไปกับการปรับปรุงรูปแบบและวิธีการทำงาน เพื่อให้การบริหารราชการแผ่นดินเป็นไปอย่างมีประสิทธิภาพ และส่งเสริมให้ส่วนราชการใช้หลักการบริหารกิจการบ้านเมืองที่ดีเป็นแนวทางในการปฏิบัติราชการ" ซึ่งมติคณะรัฐมนตรีในการประชุมเมื่อวันที่ 28 มีนาคม 2548 เห็นชอบให้นำการพัฒนาคุณภาพการบริหารจัดการภาครัฐมาใช้เป็นเครื่องมือผลักดันให้การพัฒนาระบบราชการมีประสิทธิภาพและยั่งยืน
