The Guidelines for a Participatory Management Approach between Educational Institutions and Local Government Organizations for Sustainable Community Environmental Conservation

Abstract

Sustainable community environmental conservation is a social-ecological systems undertaking that knowledge provision alone and superficial cooperation cannot resolve. This conceptual article therefore analyzes the gaps in participation and in translating scientific data into policy through university–school collaboration in environmental quality monitoring, and then puts forward policy recommendations for local government. Drawing on an integrative synthesis of the literature on participatory management, environmental monitoring indicators and technologies, and education for sustainable development, it advances a three-stage process: jointly framing the environmental assessment; jointly monitoring environmental quality, such as water quality, PM2.5, and the NDVI; and integrating the resulting data into participatory management, with the educational institution serving as a boundary institution and local government as the mechanism that carries evidence into policy. The article concludes that integrating scientific data with participatory management is a fundamental condition for sustainable local environmental conservation.
