การประเมินผลการดำเนินงานตามมาตรการเฝ้าระวัง ป้องกัน และควบคุมโรคไข้เลือดออก ระดับจังหวัด ประเทศไทย พ.ศ. 2561 - 2565

บทคัดย่อ
การศึกษาเชิงพรรณนานี้มีวัตถุประสงค์เพื่อประเมินผลการดำเนินงานตามมาตรการเฝ้าระวัง ป้องกัน และควบคุมโรคไข้เลือดออกระดับจังหวัด ระหว่างปี พ.ศ. 2561 - 2565 และให้ข้อเสนอแนะในการดำเนินงาน โดยมีระเบียบวิธีวิจัยคือ กลุ่มตัวอย่างคัดเลือกแบบเจาะจง จำนวน 47 จังหวัด เพื่อประเมินผลการดำเนินงานตามมาตรการ 4 ด้าน ได้แก่ 1) ด้านการเฝ้าระวังโรค 2) ด้านการป้องกันควบคุมโรค 3) ด้านการตรวจวินิจฉัยรักษา และ 4) ด้านการสื่อสารความเสี่ยง และประเมินประสิทธิผลการดำเนินงานตามมาตรการดังกล่าวจึงเป็นการเก็บข้อมูลศึกษา รวม 5 ด้าน วิเคราะห์ข้อมูลโดยใช้สถิติการแจกแจงความถี่ ร้อยละ ค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน
ผลการศึกษา พบว่า จังหวัดส่วนใหญ่อยู่ในภาคกลาง (ร้อยละ 36.17) ภาพรวมการดำเนินงานอยู่ในระดับดีมาก (ร้อยละ 80.85) เมื่อพิจารณารายด้าน พบว่า การดำเนินงานตามมาตรการ 4 ด้าน อยู่ในระดับดีมาก ขณะที่ด้านประสิทธิผลอยู่ในระดับดี โดยด้านวินิจฉัยรักษามีค่าเฉลี่ยสูงสุด ( = 2.90, SD = 0.48) อยู่ในระดับดีมาก และด้านประสิทธิผลมีค่าเฉลี่ยต่ำสุด (
= 1.53, SD = 0.49) แต่ยังคงอยู่ในระดับดี ในระดับตัวชี้วัดรายข้อ พบว่าการนำข้อมูลสถานการณ์โรคมาวิเคราะห์ร่วมกับปัจจัยอื่นมีค่าเฉลี่ยสูงสุด (
= 2.98, SD = 0.15) อยู่ในระดับดีมาก ขณะที่การขับเคลื่อนตำบลจัดการโรคไข้เลือดออกอย่างยั่งยืน มีค่าเฉลี่ยต่ำสุด (
= 1.15, SD = 0.36) อยู่ในระดับพอใช้
ผลการศึกษาสะท้อนให้เห็นว่าระบบการดำเนินงานมีความเข้มแข็งในเชิงกระบวนการ แต่ยังพบช่องว่างสำคัญด้านประสิทธิผลและความยั่งยืน จึงมีข้อเสนอแนะเชิงปฏิบัติคือ ควรพัฒนาระบบติดตามและประเมินผลที่สะท้อนผลลัพธ์เชิงประสิทธิผล เสริมสร้างกลไกตำบลจัดการโรคไข้เลือดออกอย่างยั่งยืน ส่งเสริมการมีส่วนร่วมของชุมชน และบูรณาการการดำเนินงานร่วมกับองค์กรปกครองส่วนท้องถิ่น เพื่อเพิ่มประสิทธิภาพการควบคุมโรคในระยะยาวต่อไป
