บทคัดย่อ

          โรคแอนแทรกซ์ (Anthrax) เป็นโรคติดต่อจากสัตว์สู่คนที่เกิดจากเชื้อ Bacillus anthracis ซึ่งมีความคงทนในสิ่งแวดล้อมและสามารถแพร่กระจายได้อย่างรวดเร็ว ส่งผลกระทบทั้งต่อสุขภาพสัตว์ มนุษย์ และระบบเศรษฐกิจ โดยเฉพาะในกลุ่มแรงงานเกษตรกรรม โรงฆ่าสัตว์ และผู้แปรรูปผลิตภัณฑ์จากสัตว์ บทความนี้มุ่งเน้นการวิเคราะห์โรคแอนแทรกซ์ในมิติของอาชีวอนามัยและความปลอดภัยภายใต้แนวคิด “สุขภาพหนึ่งเดียว” (One Health) เพื่อเสนอแนวทางการป้องกัน ควบคุม และบริหารจัดการความเสี่ยงอย่างเป็นระบบในระดับบุคคล สถานประกอบการ และชุมชน

         ผลการทบทวนข้อมูลพบว่า การเกิดโรคมีความสัมพันธ์กับปัจจัยสิ่งแวดล้อม การขาดระบบวัคซีนสัตว์ การจัดการซากสัตว์ที่ไม่เหมาะสม และพฤติกรรมเสี่ยงของแรงงาน เช่น การสัมผัสซากสัตว์หรือบริโภคเนื้อสัตว์ที่ไม่ผ่านการตรวจสุขภาพ การควบคุมโรคอย่างมีประสิทธิภาพจึงต้องดำเนินการเชิงบูรณาการผ่านความร่วมมือระหว่างภาครัฐและท้องถิ่น โดยเฉพาะการเฝ้าระวังเชิงรุก การเสริมสร้างภูมิคุ้มกันในสัตว์ การอบรมแรงงานให้มีความรู้ด้านความปลอดภัยทางชีวภาพ (Biosafety) และการยกระดับมาตรฐานสถานประกอบการให้สอดคล้องกับกฎหมาย เช่น พระราชบัญญัติโรคติดต่อ พ.ศ. 2558 และพระราชบัญญัติควบคุมการฆ่าสัตว์ พ.ศ. 2559 ข้อเสนอเชิงนโยบายจากบทความนี้เน้นให้เกิดการบูรณาการหน่วยงานด้านสาธารณสุข สัตวแพทย์ และอาชีวอนามัยในกรอบ One Health เพื่อพัฒนาระบบเฝ้าระวังและการตอบสนองต่อโรคแอนแทรกซ์อย่างยั่งยืน รวมถึงการพัฒนาองค์ความรู้และเครื่องมือดิจิทัลสำหรับติดตามสถานการณ์โรคในพื้นที่เสี่ยง ซึ่งจะช่วยลดผลกระทบต่อสุขภาพแรงงานและเสริมสร้างความมั่นคงทางชีวภาพของประเทศในระยะยาว
